Executive Order 14412 requires U.S. federal high-value assets to migrate to post-quantum key establishment by 31 December 2030, and to post-quantum digital signatures by 31 December 2031.

Resolves VERIFIED if OMB and covered federal agencies report, by 31 Dec 2030 (plus grace), that high-value-asset and high-impact systems (excluding National Security Systems, which run on the separate CNSA 2.0 timeline) have completed PQC key-establishment migration per Section 4(b)(ii). The Dec 2031 digital-signature deadline is a distinct, secondary check-in, not the primary resolution date. PARTIALLY_VERIFIED if key establishment is done but materially behind on signatures past their own deadline. NOT_VERIFIED if the 2030 date is missed outright, superseded if a later executive action changes the deadline before then (log as a revision, not a quiet edit).
